To unlock the Vampire Horse in V Rising, you must complete the Journal Quest: “A Castle Reaching the Sky.” In particular, this quest will require you to upgrade your Castle Heart to Level 4 (requires: 24 Dark Silver Ingot, 12 Spectral Dust, and 1 Gold Ingot). Once completed, you will unlock a new Blood Power called "Dominate Mount."
